William M. Buchan

William Buchan was admitted to the practice of law in New York State in 1991 after graduating from the University of Toledo, College of Law, cum laude. Mr. Buchan also holds a Bachelor of Science degree from the State University of New York, College at Brockport. Prior to attending law school Mr. Buchan worked as a materials scientist for General Motors Corporation, and as a field chemist overseeing large scale Superfund site remediation throughout the United States.

Bill Buchan combines a strong technical background, expertise in business and law with thirty years of diverse experience in the environmental industry. Mr. Buchan is an accomplished entrepreneur having established numerous businesses in the USA, Europe and Asia. He has developed businesses focused on the water industry from obtaining intellectual property protection though the full cycle of financing, team building, manufacturing, marketing, sales, and project delivery worldwide. As an environmental attorney he has counseled many industries, municipalities, developers and individuals regarding compliance with environmental laws and regulations. He has subject matter expertise in many aspects of intellectual property, energy and environmental science as well as environmental law. He has over 20 years experience in the governmental sector and has served as Village Attorney, Town Justice, and environmental counsel to County governments. Email buchanlaw@aol.com.


Sharon A. Sutter

Sharon Sutter was admitted to the practice of law in New York State in 1991. Ms. Sutter earned a Bachelors of Arts degree cum laude from the State University of New York, College at Brockport where she majored in Spanish and education. Ms. Sutter holds a Juris Doctor from the University of Toledo, College of Law where she also had the honor of serving as a Note and Comment Editor for the Law Review. While in law school Ms. Sutter served as a confidential law clerk to a municipal court judge assisting with a diverse docket that included vehicle and traffic, criminal matters, landlord tenant, and civil litigation.

From 1991 through 1999 Ms. Sutter practiced exclusively in the field of education law, representing public and private elementary and secondary schools and school districts on a variety of legal matters in state and federal courts, as well as arbitrations and administrative proceedings. Ms. Sutter served as Associate Counsel for the State University of New York, with primary responsibility for representation of SUNY Cortland and Binghamton University. Ms. Sutter most recently served for nine years as a Pro Se Attorney for the federal court in the Northern District of New York, assisting all of the District Judges and Magistrate Judges in the Northern District with management of the District’s sizeable pro se docket that encompassed diverse legal issues and claims.

Ms. Sutter has also developed considerable expertise in all facets of domestic and international business formation, development, and management. She currently provides a variety of services, ranging from personnel counseling to taxation, to a number of small to mid-sized privately owned corporations and partnerships.
